I was thinking about election campaigns, donations/bribes, propaganda, etc., and suddenly got an idea that just might be able to create more fair and less corrupt election system. If course, if I am right, I can be sure that US will never adopt such a thing (it has electoral college and no runoffs, for $deity sake -- worst of the worst possible systems, and people who benefit from it are not going to give it up), but maybe someone else can benefit from it.

The main problem with elections is the existence of election campaigns -- over a short amount of time the politicians are stopping doing whatever they are doing, and engage in a massive media assault on the population. This is a great opportunity to put all the political bribes for a good use, and the intensity of such campaign is so incomparably higher than average activity of the politicians, it covers up whatever people may notice if there wasn't a time when politicians don't have to do anything, yet can exchange verbal attacks and issue promises.

Solution: abolish the elections themselves. Instead at random, unpredictable times (though with some constant average frequency) do the exact equivalent of elections -- with ballots, counting, runoffs, etc., except that the results of them don't have to have an immediate effect, they will merely measure the incumbent politicians' and candidates' popularity. However based on the averages of the results, taken over the stretch of time that is approximately the same as the current terms for their positions, politicians have to be replaced by whoever is ranked highest over the same time.

Obviously, it's not a solution for all problems, but it will make much more sense for a politician to try to act in a manner that does not piss off everyone, while all other challengers will have to attack his current deeds with words, and use the arguments that will not look completely stupid and unfounded after a month. This will not only make it impossible to concentrate all the harsh criticism over the few months before the pre-announced elections (this is what bribes/donations are usually spent on), it will also leave the politician an option to accept criticism, modify his actions and policies based on it, and thus increase his chances to remain in his position. I guess, this can be abused, too, by very aggressive and well-funded challengers, however not being in the position of power while accepting bribes, makes them much less of a sure bet than feeding the incumbent.

The fact that at any moment the random numbers generator can call the poll that might kick the politician out of his office if he was consistently unpopular over a long time, has a potential of keeping politicians from doing directly visible harm, that they would otherwise do, expecting a well-timed pompous re-election campaign to cover it up. And the same fact will encourage challengers' criticism to be to the point, and expressed when the incumbent's actions happen (and people would want to think about them, and evaluate the validity of criticism), not when it's easiest to leave an impression that will last at the elections day.

Probably the worst problem of such a system is a situation, when politician, and likely his party, know that they are likely doomed whenever the polling will be called -- then they are not interested in the favorable public opinion. But at least his party may still care about what will happen when they will get a chance to get the position again, and if people remember some massive looting and vandalism made by an outgoing politician, it may spell death for his whole party. Maybe not in US, where the population does not have "political memory" beyond 3-4 years, but I don't expect to see an election reform in US in my lifetime anyway -- it would be a great achievement for them even to abolish their stupid electoral college and two-party system that resulted from it.

как подумаю, сколько открывается возможностей для жульничества... :))) становится интересно.
хотя пожалуй нет. я не готова отказаться от выборов - такое шоу, такой саспенс. смотрела сегодня как Буш с Керри препираются, много кайфу словила :))

пользуясь случаем, хочу пожаловаться на местое телевиденье, нафиг обрезавшее мне кайф путем выключения прямого эфира. гады.

При существующей системе, особенно в той версии, которая сейчас в Штатах, возможности для жульничества и так немеряны -- мне кажется, что отсутствие одного решающего пропагандистского сражения как раз уменьшит эффективность такого жульничества

Может, этим дело и закончится, но пока я должен проект довести до работоспособного состояния -- нужно заканчивать то, что начал.

Тогда у меня кончится терпение до конца проекта, и я уеду, и/или вернусь к другому незаконченному проекту (и/или зависит от терпимости условий, которые сложатся к тому моменту).
